Is there a "Double Standard" at San Jacinto medical complex ?

Are they exempt from "negative air-flow" standards imposed on others ?

Published February 26, 2006  -  excerpts quoted below

"In a surprise to most, Kirby Broussard exposed San Jacinto Methodist Hospital, a major backer of the coalition, for allowing patients to smoke in the psychiatric ward at the Alexander campus. San Jacinto Methodist Hospital has championed itself as a completely smoke free facility and smoking employees can often be seen smoking outside the hospital in the median on Baker Road."

"City health director Mike Lester said he heard about the situation in San Jacinto Methodist Hospital’s psychiatric ward — he was at the council meeting. However, Lester said he wasn’t planning to look into it even though it could mean the hospital is in violation of the current smoking ordinance."
